What Is Included in an Interior Systems Inspection?

The question of what is included in an interior systems inspection depends on whether you mean condition or safety, and the distinction is worth drawing because they are different jobs.

A general condition survey of the interior — walls, ceilings, floors, windows, doors, cabinetry, and the visible portions of the major systems — is standard home inspection scope, and our home inspection checklist for buyers walks through it, with the recurring problem areas covered in things that fail a home inspection.

The safety layer is narrower and more specific. It asks one question of the house: if something goes wrong at three in the morning, does the building help or hinder the people asleep in it? Buyers asking what safety systems are inspected in a home usually get a vague answer, but it resolves to seven specific things:

  • Smoke alarms — presence, placement, age, power source, and whether they actually sound when tested.

  • Carbon monoxide alarms — the same, plus whether the house has a CO source at all.

  • Electrical protection — GFCI protection at wet locations and AFCI coverage, tested rather than assumed.

  • Egress — bedroom windows that open, meet size, and are reachable, and doors that unlock from inside without a key.

  • Stairs, handrails, and guards — geometry, graspability, and whether a guard is actually a guard.

  • Garage fire separation — the wall and ceiling assembly between an attached garage and the living space, and the door between them.

  • Appliance safety — water heater temperature and pressure relief discharge, dryer venting, and gas appliance venting where present.

That is a safety systems home check rather than a condition survey, and it is the part of a home interior inspection most likely to matter to somebody rather than something.

Are Smoke and CO Detectors Required in Scottsdale Homes?

This is the most misunderstood question in Arizona residential safety, and a lot of what circulates online is simply wrong — including citations to statutes that do not exist.

Here is what the law actually says. Arizona's smoke detector statute, A.R.S. § 36-1637, requires an approved smoke detector to be installed during construction in each new residential housing unit in the state. For an existing home, it requires installation only where the unit does not already comply and a sleeping area is remodeled in a way that requires a permit. The rest of the section deals with landlord and tenant responsibility for keeping detectors operable.

Read that carefully, because of what it does not say. There is no general retroactive requirement to bring an existing Arizona home up to current detector standards, and there is no statutory requirement tied to the sale of a house. If you were told you must install detectors to close escrow, that is a contract or lender condition, not a state mandate.

Carbon monoxide alarms are different again. Arizona has no equivalent general statewide statute for ordinary dwellings that applies the way the smoke detector statute does — the requirement comes from the building code your city has adopted. In Scottsdale that matters, because the City adopts and amends its own codes: the Scottsdale building code page lists the 2021 International Residential Code with local amendments, effective January 2023, alongside the 2020 National Electrical Code. The IRC carries the carbon monoxide alarm provisions, and like the smoke detector statute they attach to new construction and to permitted work rather than reaching backward into existing houses.

Two things follow. First, verify code editions with the City rather than with a blog, because Scottsdale amends the model codes and adopts on its own schedule. Second — and this is the part that matters more than the legal question — not being required is not the same as not being needed. Detectors are the cheapest life-safety intervention available in any house, and whether the statute reaches your 1994 home in Gainey Ranch is far less interesting than whether the alarm in the hallway still works.

Detector Placement, Age, and Type

A smoke detector inspection is more than pressing the test button, which only confirms the horn and battery.

Placement. One inside each sleeping room, one outside each separate sleeping area, and at least one on every level. A single alarm in a hallway is the most common deficiency we write up.

Age. This is the one nearly everyone misses. Smoke alarms have a service life and are generally replaced at ten years from the date of manufacture — printed on the back of the unit, not on the front. CO alarms are shorter-lived, commonly five to seven years depending on the model. We take the units down and read the dates. An alarm that beeps when tested but was manufactured in 2011 is not a working alarm in any meaningful sense.

Type. Ionization sensors respond faster to fast-flaming fires; photoelectric respond faster to smouldering ones, which are the fires that kill people asleep. Dual-sensor or a mix of both across the house is the sensible specification.

Power. Hardwired with battery backup and interconnected — so one sounding sounds them all — is the current standard in new construction. Older Scottsdale homes commonly have standalone battery units, which is legal in an existing house and worth upgrading anyway. Where rewiring is impractical, wireless interconnected units achieve most of the benefit.

CO placement depends on whether you have a source. Gas furnace, gas water heater, gas range, fireplace, or an attached garage all qualify. The attached garage is the one people forget, and in Scottsdale a great many water heaters and air handlers live in the garage.

The Safety Items That Get Missed

Beyond detectors, five findings recur often enough to be worth naming.

The garage-to-house door. In an attached garage, the separation wall and the door into the house are a fire assembly. That door should be self-closing and self-latching, and it should not be a hollow-core interior door someone swapped in during a remodel. We find replaced garage doors regularly, and it is a cheap fix that people simply did not know was a code item.

Water heater TPR discharge. The temperature and pressure relief valve needs a discharge pipe that terminates properly and safely. Capped, threaded, upward-sloping, or terminating three feet off the floor of a garage are all things we see. This is a rupture hazard, not a code technicality.

Guards that are not guards. A wide, flat top rail on a balcony is a guard; it is not a graspable handrail. And guard height and baluster spacing matter — the four-inch sphere rule exists because of small children. Loose guards on second-floor landings are a frequent write-up.

Bedroom egress. A basement or converted-room bedroom needs a window that opens, meets minimum dimensions, and is not blocked by security bars without a release. Converted garages and added rooms are where this fails.

GFCI and AFCI protection. Presence and function, tested at the receptacle rather than assumed from the panel label. Older Scottsdale homes frequently have partial coverage from a past partial upgrade.

How Often Should Home Safety Systems Be Inspected?

Different items run on different clocks, and treating them as one annual task is why things get missed.

Monthly: test every smoke and CO alarm. It takes five minutes for a whole house.

Twice yearly: replace batteries in non-sealed units, and vacuum dust from alarm housings — dust is a common cause of both nuisance alarms and failures to sound. Clear the dryer vent.

Annually: test GFCI devices using the built-in test button, check that the garage door reverses on obstruction, verify the garage-to-house door self-closes, and look at the water heater TPR discharge.

Every five to seven years: replace CO alarms.

Every ten years: replace smoke alarms, dated from manufacture.

At purchase, and after any remodel: a full safety scope, because remodels are where separations get breached, egress gets blocked, and circuits get extended without protection.

What It Costs

How much does a safety systems inspection cost depends on whether it is bundled or standalone. As part of a full residential inspection it is included in the scope rather than priced separately, which is how the great majority of buyers should get it. As a standalone service — typically for an owner who is not buying or selling but wants the house assessed, a landlord preparing a rental, or a family member arranging it for an older relative — it is a shorter visit and priced accordingly, generally a fraction of a full inspection.

Add cost where there are multiple structures, a guest house or casita, a pool requiring barrier assessment, or where the home is large enough that detector counts and testing add real time.
